This museum depicts the history of aviation in Dare County after the Wright Brothers, but mostly about the history of the Dare County Regional Airport. The first permanent airport in Dare County was at Skyco about 4 miles south. The airport at Skyco and Naval Auxiliary Air Station Manteo was Home to Civil Air Patrol Coastal Patrol Base 16 during WWII. It was one of 21 Coastal Patrol Bases formed to combat the German submarine menace on the east coast during the war. CAP Base 16 was in operation from July 22, 1942 until August 31, 1943.

The first four display cases give details about Base 16. This display contains the uniforms of the Base Commander Major Allen Watkins. The female uniforms to the left of his belonged to Bernice Barbour of Greensboro.
